Understanding the UN HLM Declaration: Launch of the key targets and commitments and the country breakdown targets
23 October 2018, The Hague – Today at the 2018 Union Conference, the Stop TB Partnership is issuing several documents to help advocates hold their leaders to account over the next few years for delivery of the targets contained in the Political Declaration from the recent historic UN High-Level Meeting (HLM) on TB.
1) Key Targets and Key Commitments from the Political Declaration
The Stop TB Partnership is launching a
two-page version of the Key Targets and Key Commitments to emerge from the
Political Declaration.
This two-pager is designed to help partners get the attention of
their leaders and presents the asks of the Political Declaration
in an accessible format. The document will also help familiarize
partners themselves with the content of the Declaration in more
detail.
The first page, ‘Key Targets’, gives a
quick-reference version of the quantifiable targets in the
Declaration: these are the milestones against which
leaders’ and countries’ progress can be measured
between now and 2022. The overarching target is to diagnose and
successfully treat 40 million people with TB by 2022 –
every other target can be seen as helping to achieve this.
The second page, ‘Key Commitments’, lists the
paragraphs of the Declaration that address the TB
community’s five pre-HLM Key Asks, and will serve as a
baseline on how much we achieved with the Declaration while
inspiring us to go further.
Stop TB Partnership’s Executive Director Dr Lucica Ditiu
said, ‘This document is not a replacement for the
Declaration, but a supplement to it that should be on the desk
of every politician and leader. We fought hard for every word in
the Declaration, and this document is intended to build
commitment to the full Declaration and put us on track to
meeting the 2022 target to diagnose and successfully treat 40
million people with TB.’
As soon as possible after official versions of the Declaration
are available in all six UN languages, the Key Targets and Key
Commitments document will be made available in these languages
as well.
2) Country targets from the UNHLM Political Declaration
Released last week, Stop TB Partnership’s
country breakdowns
cover each of the four major global targets in the HLM Political
Declaration: by 2022, to successfully diagnose and treat 40
million people with TB (including 3.5 million children with TB,
and 1.5 million people with drug-resistant TB) and to get TB
prevention treatments to 30 million people.
The breakdowns will help to harness political commitment, and
monitoring and evaluation, at country level. All breakdowns were
prepared using the latest WHO data on incidence estimates and
notifications, with projections done using the TIME model
implemented by Avenir Health. For the top TB-burden countries,
wherever possible a check was done using the country's National
Strategic Plan and the Global Fund performance framework
targets.
The Stop TB Partnership hopes that partners find these tools
both helpful in clarifying the asks and targets of the
Declaration, and integral in creating lasting and positive
change in-country. The commitment shown at the UN HLM was
promising. Now is the time to make things happen!
